I think there is a potential for the side ponds to overtop if filled at full
rate, last time I was through one of the intervening banks was that weak they
were emptying the side pond completely overnight.
To an extent you have answered your own question however - the most you could
waste would be a lockful - 50 boats down in a day = 50 locks full!
