I take your point about an immediate response,  but there was an immediate 
response that just appeared to attack the suggestions or thoughts that he 
wrote, rather than a constructive reply,  

I personally think that there should be a targeted approach to enforcement of 
the existing licensing arrangements,  and if BW can't afford to pay directly 
for the people to carry out this enforcement then I think they should devise an 
incentive scheme that would encourage private enterprise to take on the role of 
enforcement or certainly removal of unlicensed/uninsured boats etc. as unless 
people can be made to believe that the laws will be enforced they will continue 
to flout them.

  While you may have a point in some ways, I cannot fully understand why you 
expect an immediate response in any discussion to carry with it an instant 
solution/counter point. In my experience of many meetings in industry etc you 
throw discussion to and fro and, towards the end, start to draw conclusions and 
create proposals to go forward. Some meetings, heaven forbid, never come to a 
solution and have to be reconvened. Isn't that exactly what is happening here 
in our cyber-space meeting?

  Luckily I can say this as a disinterested (well, perhaps 'independent' would 
be a better word) observer as I have voted with my feet on UK boating so cannot 
be accused of being a wealthy, poor or NIMBY boater here on the UK system ;-))))

  Adrian's views have always been too 'on the fringe' for some people's taste 
but occasionally there is a gold nugget in there IMVHO. ;-))))
