It means what it says. If 9 boats are waiting at 3:59pm there will be two more passages that evening. This was confirmed by local management at the user group meeting a few months ago. If you arrive after 4pm you will usually be accommodated if there is already a convoy scheduled that you will fit into without exceeding the 8 boats rule, but this is not guaranteed. Steve NB Bream
