Wetherspoon pubs and Macdonalds mostly now have free wifi (some other
businesses do too, pubs especially) .  

Most other hotspots are now (still) charged for, and often at
unattractive rates unless you have a subscription.  Each provider
seems to have its own deal.  For example, when I inquired earlier this
year, I found that if you get T-Mobile mobile broadband, you get free
use of all T-Mobile's network of hotspots (e.g. at some airports).  

I've found that on-line hotspot lists aren't worth bothering with.
They are always incomplete, and in my experience a lot of their
entries are often obsolete.

You can still occasionally find open private hotspots occasionally, if
you wander round with a hotspot detector (e.g. Canary -- matchbox
size).  However, most are now secured.
