I have always reckoned that excessive weed growth on the towpath edge is a H & 
S issue. If you break down you can't get onto the towpath; as Sean says you 
can't bowhaul; you can't see anyone on the towpath, which makes it a danger for 
walkers. Luckily our dog is too old but we couldn't let him walk along the 
towpaths anymore.
