AIUI, the restoration of CML is already complete (with a significant contribution from the developer of a condo block next to it), except for the hydraulic gate-opening gear. It has been suggested to BW that it install manual gear as a temporary measure. I believe that the funding for the restoration of Carpenters Road Lock has never been agreed, let alone in place.
