Of course, the house owner has no right to limit the time you more there or to tell you not to moor overnight. I am surprised that the lock keeper plays along with it. Maybe the house owner gives him a lot of hassle? I would make a point of mooring there next time and ignoring requests to move along. What can the house owner do if you are not breaking any BW rule?
