adt-run itself doesn't care at all about the Classes: field. You call adt-run with the testbed you want to run a test in, so there is nothing that adt-run could do about it at this level. Classes: is in the spec for the purpose of the thing that calls adt-run, i. e. somewhere between britney and the airline.
