It looks like CI is now building scopes-api with Xenial, thanks!

However, I just stumbled into a new problem. All the builds on Xenial fail 
because license-check isn't working.

See the build log here for an example: 
http://s-jenkins.ubuntu-ci:8080/job/unity-scopes-api-devel-xenial-amd64-ci/

What is interesting that, in a silo, things work fine with Xenial, which makes 
me suspect that this might be a configuration issue with the builder.

Could you have a look please?
