The actual admin of the box in question in my earlier thread

has somehow got libopenssl-ruby1.8 in place for me. This is evidently
a known Debian bug, and I'm sorry I don't know the details of how he
pulled it off. As it turns out, he might not have pulled it off
exactly. I now get

*** LOCAL GEMS ***
ERROR:  While executing gem ... (NoMethodError)
    private method `specification_version=' called for
#<Gem::Specification:0xf7e059a0>

from any gem or capistrano command
