What I am saying is we have a similar requirement in ESB to upload task jar files, mediator jar files and so forth and those could be implemented as repomanager.synapse providing the consistency. 

Of course +1 for the axis2 repo manager :-)

    repomanager.synapse by going with the definition of axis2 repo
