Failing test case is MultiTenantTest.

Cause is: an LDAP server is not present when running tests, for user store
manager to connect. Temporarily I excluded that test till it is fixed.

Since different user store manager implementations will be covered by unit
tests in user-core, will it be okay to run registry tests with a JDBC user
store manager, no matter what the default user store manager specified in
user-mgt.xml is?

In that way we can make registry-tests independent on new user store
manager implementations in user-core.

Otherwise we need to start embedded-ldap server during registry core tests,
like a h2 database is created currently.

Thanks & regards,
Hasini.
