Hi,

When we are running Stratos with LDAP let's start the LDAP server. Since we
are running Stratos with JDBC let's keep JDBCUserStoreManager.

The TenantCacheManager has ApahceDS realm configurations for tenanID > 0,
which is inconsistent.
