There is a detail in the document About Xcode Tools.pdf on the [Mac OS X Install Disc 1] that is misleading to those who are not users of Xcode: The section Installation instructions for Xcode 2.4, in particular, item 4), leaves one with the impression that to get the Developer Tools one does not need to do anything after the basic installation. In fact, I've got the Developer Tools only after *double clicking Developer Tools.pkg* which took me through another Installation process. Now, under: Emacs > Help > Carbon Emacs Package > Net-Install Net-Install's pull down menu of several items (with emacs-w3m among them) is active.
