I attempted to fix this bug; the new patch is below.
This also does not mandate the move of the complete frame into the screen; it respects the user's choice by only moving the frame partially into the screen, and only if we were in fullscreen mode before.

This does not address the problem with certain (variable-width?) fonts and the frame not actually covering the whole screen, and neither does it disable frame movement by the toolbar.

It would be nice if this stuff could be fixed so the code can be checked into Emacs 23 before the feature freeze.
Vebjorn, have you already signed papers with the FSF?
