Some necessary things before.

1. Patient is master of his data. He have to allow in front that if
there is an emergency. Data are allowed to show to others. This must
be flexible programmed because in some states (possibly) there are different
rules in that fact.

2. Which data can be seen by an emergency doc/team? There you need a
problems list. this have to be made by the doc and the patient before
such a emergency case happened. The data have to be anomised in the
net... access. if something happened with the available data the
server is hacked ... they have data, but not the answer who is that
patient. to bring the data of a patient with the data of his record
together, it needs an identification. This can be made by the patient
himself. he can make it, by an emergency card. on this card (paper)
there is the info how to access the data. eg. location, url of the
server with data of this specific patient.

3. if the card is stolen or lost -> it is in the responsibility of the
patient. there is only access to emergency data. not more. if you like
to get more infos. different authorisation is necessary. from one
point you need different authorisation passwords to come to the next
point.

there are thousands of possibilities if you go that way.

4. think extreme. use owl and semantics than you can use also a peer
to peer network.

Maybe i have some patient data are at my pc. --- its a case no more. i
can't identify someone. ok i can steal the identity card of someone.
the patient have to allow it if he share this risk.

U can use it as a most powerful system. from every point the patient
have to decide what happened with the data.

Canada and Israel. Function worldwide. They forgot the P2P net. If you
do it in that way at least there is no central point. if there is some
concentration of data. different interests like to have access to it.
maybe governments, pharma industries etc. if you have a p2p net. there
is no change to get a data concentration...
