Well, actually you can stil use phpmyadmin to make the dump files but instead of selecting all the tables, you need to select only several at one time to avoid producing a very large dump file (>1 meg). You then need to repeat the process until you have saved all the tables. It is a bit tedious, yes.
In this case, avoid saving the ICD and OpS tables because they are more than 1 meg each. Anyway their dump (split in several files) are available in the release package. You just reverse the process to restore all of them. But if there is a GUI based db manager that does it all at once elegantly, why not?
