Take a look in nearly every CMS system such codes are available. And
all the solutions run NOT with windows.

My problem with my private php-nuke page was only that the complete
code was to big that i prefered to do it as root.

first test it needs for a 30 mb backup 10 seconds - restoring it needs
15 seconds.

I think the most easy way is still the cron job method. I wouldn't
like to stand up at 3 oclock in the night to make any backup, that
slows the speed of the servers down.

And in every case you have to adobt the php.ini

in this case you have not only to look to the max file size. It need
to keep attention to the max execution time too.
