Hello, 

Maybe the problem with your FC3 is related to additional access 
permissions implied by the so called SELinux. This mentioned in 
the Apache FAQ (at the very bottom): 

http://httpd.apache.org/docs/2.2/faq/error.html

There are couple of FC3 SELinux FAQs:

http://fedora.redhat.com/docs/selinux-apache-fc3/

I think the problem can be solved by switching off a restriction 
in the SELinux configuration. Unfortunately, I don't have FC 
installation at the moment and can't tell how to do this. I think
the answers are in the above FAQs.
