I read your mails ecently and add some comments. We work together with Robert.

The requests  can be done in different places depending on the work flow. 
Doctor can 
do it, Lab can do requests if doctors is making the manual request, the same in 
pharmacy. Billing officer can do all requests. No need for billing officer to 
select items 
after somebody has done it. After request is done it is linked to billing desk, 
where it will 
be checked. Sometimes others are selecting wrong amounts or in our system 
patient 
will not have money enough or they come back later to collect the rest of the 
items. 
These changes can be made in billing office.
