There are several opinions in the past, starting from using an CMS framework to Zend framework as to the points we are talking now - a complete new generation of building software by having a high frequency of transferring informations between modules and care2x core. Yes, there are several options possible and it is really difficult to bring here an Solomon decision, mabye here a more monopolistic decision would be needed.
The main issue in that project are the uncontrolled growth in several countries in the past and when I am looking to the svn then there is just the implementation we did for East Africa is the once and only who are just try to publish it back.
