Two things to check:

* Make sure you are drawing in the Main window -- not Window 2, Window 
3, etc.

* Make sure you terminate the border by holding down shift and click at 
the same time, or shift-click.  (I think you were doing that, based on 
what you have written, but it's worth clarifying.)

Did you notice whether the mode changed -- i.e.., in the bottom left of 
the Caret main window, it should change from VIEW Left:Rotate to Draw 
Border Update?
