search mapserver's Bugzilla for bug number 1629. This might be the same
issue. If so: The bug was introduced in an beta version of 4.8.0 and has
been fixed in version 4.8.3. We use 4.8.3 on a Linux system together
with Cartoweb without any problem. Unfortunately, MapTools.org does not
yet have a compiled Mapserver/Mapscript version 4.8.3 for Windows and I
do not know any other source. Therefore, you can either revert to 4.6.x,
which also works, or you compile 4.8.3 yourself (don't ask me how), or
pleas the MapTools.org people to update their Windows versions.
