My guess was that he was thinking outloud on his options since his vision
deviates from the code base that currently exists.  I think that by bringing
his ideas and concerns to the list he's signaled his intention that he'd
prefer not to fork the code base or start an alternative library.

I think the approaches outlined above with regards to creating patches and
JIRA issues is an excellent first step towards merging this ideas.  The JIRA
issues and patches allow the existing community to evaluate the ideas and
codebase changes (and commitment by Scott).  If there's interest on both
ends then, its possible to request additional commit access for Scott.
