You could use svn diff to generate a change log between any two
revisions. Will that satisfy your needs or too much extra work?

I'm aware of the Jira changelog feature, but it could be
better. It
shows the issues related to a particular release, but not
individual
commits. I'd like to see both; issues listed with the
capability to
drill into commits made on the issue. This seems perfectly
reasonable
since Fisheye requires each commit to begin with an issue
number on
the first line. Does Fisheye provide this capability? In
any case
the Jira changelog doesn't list 3.4.9,
