Ok, thanks for that. I'm definitely willing to devote some development time to 
this as it would certainly be of use within my own institution as well.

Personally I feel that some sort of GUI assisted wizard for setup of each VM 
may be the best approach. Perhaps not even so much a full VM, but a GUI install 
package that one can apt-get or yum install, which get's you up and running 
with an installation wizard running on an arbitrary port.

This then guides you through a configuration process, such as setting up a new 
CAS installation, upgrading an existing installation, joining a cluster etc. 
This then in turn runs yum install/apt-get to install all the necessary 
middleware such as MySQL/Tomcat etc.

The next stage of the installation being the creation on a Maven overlay with 
the users specific configurations pre generated from the install wizard. Then 
finally a mvn package install of the overlay and deployed to Tomcat.
