OK, but shouldn't we get to a final resolution on CAS-1082 before
folks do any testing against a release candidate for 3.5?

We've already had enough discussion and +1's on the pull request for
commit.  The reason I held off of the merge on Friday was for Scott's
benefit, since he's taken a renewed interested in this issue.

RC generally means feature complete.   However since it looks like
we'll have at least an RC2 to accommodate fixes to the message
bundles, I propose CAS-1082 be included in that release.
