I'm not really sure we want the Steering Committee being in charge of this.
I think a number of trusted volunteers and interested parties would be a
better way to go, as well as at least the development team reviewing it.  I
think we'd only want to bring it to the Steering Committee if there were
major quality control, lapses, or issues (which hopefully there are none) or
we need them to locate resources.

That said, I'm on the steering committee, so I may be biased ;-)
