I understand the problem completely and it is great to hear that the community is aware of this problem - and especially that it is making efforts to improve the situation. The same problem applies to many other community-driven OS projects making many excellent applications a lot less tempting, which is sad. I agree that there should some dedicated person/group which is responsible of the documentation and its quality, hopefully one will be found and the documentation will be at the level it should be in the near future.
