Unless you circumvent CAS security, it will only issue proxy granting tickets over HTTPS. Your configuration looks like HTTP. That's what the error in your log is about.
The reason you need to log in again is different, but related. CAS will not maintain a single sign-on session unless you have logged in over HTTPS.
