You cannot do this via configuration. You would have to write custom
code. I strongly recommend you do not attempt to do this as it would
remove the only authentication method available to the CAS server to
validate the client requesting a proxy ticket, namely SSL trust.

Yes.

No. You can't talk HTTPS to a non-SSL port or vice versa.
