Good news -- this component already exists (as of 3.4.4): org.jasig.cas.services.jmx.ReloadableServicesManagerMBean
Just get that registered in your JMX container and you should be able to invoke a refresh on a running CAS instance on demand. I'm not aware of any documentation on that component, but I haven't looked.
