Unfortunately it's not strictly part of the CAS protocol.  Not sure
about readership.

I would agree it's part of the CAS application more than the protocol.
 CAS at this point is a multi-protocol SSO product and its behavior
spans multiple protocols.  We definitely need to document
client-server interaction, but I believe it merits its own discussion
with pointers to various protocols where the action is governed by
protocol-specific behavior.  In any case we agree that it's important
and needs to be documented prominently.  I believe the new user manual
may provide such an opportunity.
