I should have taken the time to search before posting. The login-webflow.xml now includes more states to include generating the loginTicket. I've updated my local copy from the current one in 3.4.11. Also had to update cas-servlet.xml to include the new action.
Basically at this point I'm going through my overlay to make sure that my config files are in line with 3.4.11, but with those two changes I'm now getting the login ticket and everything is working...
