It is rather simple; as the documentation Paul provided suggests.   The only 
thing missing is that you need add your simplesamlphp IdP as an SP on your CAS 
instance.

We have others in SUNY (State University of New York) using SimpleSAML to do 
federation involving CAS.  We'll be implementing it here though I've only just 
started reviewing the documentation on it so I'm not really able to answer 
questions on it.
