In my experience ticket floods are always caused by misconfigured
applications. In one extreme case we got ~42K in a ~60s period. We never
zeroed in on the exact cause, but we do see lots of clients misbehaving
from time to time. I would be concerned about a regular occurrence at the
rate you mentioned.

When this occurs, it's for a seemingly arbitrary user of the app. We've

I would recommend contacting the administrators of those services and start
troubleshooting. It's almost certainly some kind of application design or
configuration problem.
