In my experience ticket floods are always caused by misconfigured applications. In one extreme case we got ~42K in a ~60s period. We never zeroed in on the exact cause, but we do see lots of clients misbehaving from time to time. I would be concerned about a regular occurrence at the rate you mentioned.
