So for you having using a UTF-16 file works fine when adding the lines
below?
<[EMAIL PROTECTED] contentType="text/html;charset=UTF-8"%>
<[EMAIL PROTECTED] pageEncoding="UTF-8"%>

 

For me it didn't..

The Russian properties file is saved as UTF-16.  I haven't run
native2ascii on anything.
