Are any of these properties files new that can be contributed towards
further internationalizing the CAS server?

I was testing it on a Windows machine and had only changed the server.xmlto include 
URIEncoding="UTD-8" as an attribute in the Connector tag
yesterday. It seems that merely starting and stopping the service is not
enough in order to load the updated server.xml..

I was able to get UTF-8 working correctly.  I was having trouble with
UTF-16 (such as Russian).

The Russian properties file is saved as UTF-16.  I haven't run
native2ascii on anything.
