Why not a tiered fee schedule for commercial affiliation?  Asking for a
commitment of $30,000 right
out of the gate immediately closes any possibility of JA-SIG membership
to smaller businesses.  That's
almost as bad as W3C (heck, it may be worse, I haven't looked at W3C
membership fees
in a while).
