Sounds like you may need to install the "Microsoft Visual C++ 2008
Redistributable Package" [1] on Windows 2003.  This installs the dlls
necessary to match the VC++ 2008 build.  I have run into this
spuriously, but I'm beginning to deduce the servers that have not needed
it already had other software that may have installed it.

I believe Windows 2008 has these dlls already, so the install is not
necessary there.
