The NetId, by design, is only available to applications AFTER they've
validated a service ticket.  Its not available to the CAS web layer, as the
CAS web layer has no access to anything at the lower levels other than the
identifiers for the tickets.  The CAS web layer is a light layer for
facilitating the CAS protocol between the server and the applications and
provides a minimal interface when no service requests CAS authentication.
