You should still be able to get the license from xilinx. It just is not available at the same place on the web. If you contact wherever you got your 7.1 ISE license, they should be able to send you to the right place on the web. If you go to xilinx.xom, sign in to your web account, and then go to "register 10.1 or earlier versions", there is a link to click on to get access to earlier versions. It sends mail to CS_1 at xilinx.com. You might try that. Or if you got your ISE from the Xilinx University Program, you can try sending mail to xup at xilinx.com If that doesn't work, let me know and I will try to fond out more from xilinx.
