[casper] 10GbE speed

Howdy Casperians,
Does anybody have any ideas about why my 10GbE NIC reports "connected at 
1.6Gb/s" (rather than something closer to 10) when I connect up to the ROACH 
10GbE port?  Data comes through just fine, I can see it in Wireshark, there 
just isn't very much of it.  I'm using the 10GbE v1 yellow block.
