Thanks, Jason.  Believe it or not, the BOF file name was mispelled (transposed 
two digits) in the call to spectrometer.py.  The name is so long that in all of 
our tests we cut and paste the same erroneous name.  It is now working fine!

This tells you that the FPGA is not programmed. It might actually never have 
programmed properly in the first place.

Check that the bof file has executable permissions (chmod a+x myfile.bof)
