This is possible. It requires that the block itself be generated, as
well as the mask using scripts. The libraries would also need to be
generated using scripts. 

It will require that people making changes or updates to the libraries
need to edit files (instead of using a GUI). Creating a library block
then becomes painful (script to create the block, script to create the
mask, any callback scripts for the mask, editing the script to create
the library). It would mean that even fewer people would make the effort
to update and add to the libraries. But it would make life a lot easier
for the people who do...

It is on a rather long list related to library development and may or
may not happen for a while (if at all).
