A search for "dspsigops" on the CASPER mailing list archive came up with
the following thread which may have a solution:

Do you have MATLAB's Signal Processing Blockset installed? If so, you
may need to manually load it for the CASPER library to find the blocks
it needs (i.e. the Downsample block). If not you may be able to replace
the downsample blocks in the ADC's with ones from the standard Simulink
blockset.

I have just updated xps_library/casper_xps.m to support Xilinx version 14.4.
If you pull from ska-sa mlib_devel you will get the change.
