for single ended output

as matt points out, because the Vccio pins for these banks is hardwired to
2.5 volts,
the single ended output voltage will be 0 to 2.5 volts  and is not
programmable.


for single ended input
------------------------------
if you are using some or all of the pins as single ended inputs, then i
think you can
configure each pin to accept whatever range of input voltage you like,
(as long as you don't exceed the data sheet maximums).
xilinx tools let you program each pin's threshold voltage independently.
