I think your main issue is likely to be that the ROACH2 filesystem is so
old the bundled version of tcpborphserver doesn't support the
`upload_to_ram_and_program` infrastructure used by the latest casperfpga.
Hopefully if this is the case updating your tcpborphserver (or the whole R2
filesystem) will fix things.
