Hi Adam, I did manage to figure it out, but there was some weird behavior. My first card was a Visa and nothing seemed to work. Even called the bank and they were confused. The card that worked was a MasterCard and this one did require a pre-approval even though international purchases have been previously arranged to be allowed on the card.
Thanks to Andrea and the LOC for extending the early registration deadline a bit. And, I apologize for the folks like me who wait until the very last minute possible.
