My 2 pence: - I've never seen a csproj-based open source solution that didn't have reference issues. - But I may have a solution to that... ;-) - Not only do we not want to assume PS, we don't want to assume Visual Studio/Resharper.
Personally, I really like rake, but setting up ruby on windows is a pain in the neck. If (big if) we could package it on IronRuby, it might be workable. Even if it's no longer under active development, it's not like it's missing features we need.
